Francine is an Attorney, Artist, Advocate and Arts Administrator with more than 25 years of practicing law and over 15 years of fundraising and advancing work at the intersection of artist entrepreneurship and legal support. She is the owner of ShinDiggs Arts LLC where she curates innovative creative wellness experiences designed to foster joy, peace, and effective stress management. For the last ten years, Francine has served as a volunteer Attorney for Maryland Volunteer Lawyers for the Arts in Baltimore, Maryland, where she combines her legal expertise and passion for the arts to provide thoughtful, accessible legal guidance to artists across disciplines.

Francine was inspired to join AAC while seeking meaningful ways to expand her impact and support artists on a broader scale. After exploring opportunities with several local arts district organizations, she discovered AAC and felt an immediate connection to its mission. She was especially moved by AAC’s demonstrated impact and bold vision to uplift artists of color nationwide through multifaceted programming and advocacy. Francine is excited about how AAC serves as a visionary organization toward equity, access and support within the arts sector.

Since 2023, Francine has brought legal insight and a deep commitment to community centered fundraising to advance AAC’s financial sustainability and long-term impacts. In 2026, she steps into expanded leadership as Board Secretary, Parliamentarian and Chair of the Governance and Ethics Committee, helping to steward governance with integrity, accountability and vision. Francine actively cultivates partnerships that inspire meaningful investment, both financial and human capital, from those dedicated to creating local impact with nationwide influence for empowerment of the global majority in the arts and culture sector.
